In Naval Aviation, we solved this exact problem decades ago with the introduction of NATOPS (Naval Air Training and Operating Procedures Standardization). “Caution” = Use cases where employees should seek leadership guidance
“Explore” = Safe zones for experimentation and discovery
Applied to AI governance, this framework transforms paralyzing questions like “Am I allowed to use AI for this?” into confident action: “Is this a WARNING, CAUTION, or EXPLORE situation?”
From Combat Operations to Business Decisions
Flying casualty evacuation missions in Iraq taught me that clarity saves lives. When we were racing the clock with critically wounded Marines aboard, there was no time for procedural ambiguity – there was plenty of real uncertainty that demanded our judgment and decisiveness.
